The Budget for Later Life from Later Life Ambitions (LLA) sets out a practical, evidence-based plan to create a fairer, more sustainable future for older people across the UK.

Representing more than a quarter of a million pensioners through its partner organisations – NARPO, the Civil Service Pensioners’ Alliance and the National Federation of Occupational Pensioners – LLA calls on government and other decisionmakers to recognise both the challenges and the immense contributions of Britain’s ageing population. From unpaid childcare and adult social care to volunteering, community leadership and continued work, older people play a vital yet often undervalued role in the nation’s economic and social fabric.

The Budget builds on and complements the 2023 LLA Pensioners’ Manifesto, which received strong cross-party support at its launch and set the foundations for this next stage in campaigning for fairness and dignity in later life.

At its heart, the Budget aims to ensure that no one in later life faces poverty, insecurity, or exclusion. It sets out eight key priorities: protecting the state pension and maintaining the triple lock; introducing a minimum income guarantee; closing the gender pension gap; improving opportunities for older workers; ending unfair taxation on pensions; widening access to affordable and accessible public transport; ensuring safe, secure and adaptable housing; and creating a sustainable, integrated system of health and social care.

The overarching goal is simple but powerful: to guarantee dignity, independence, and financial stability for all older people. The Budget calls on policymakers to act with foresight, address inequality, and lay the foundations for every person to live well, confidently, and securely in later life.
